The buddy system was invented by the US Navy in the 1940s for combat divers. It works when both divers are at similar skill levels, have similar air consumption, dive in good visibility, and communicate before the dive. It fails routinely when those conditions aren't met — and they often aren't. The honest reality: most experienced divers practise "parallel diving with check-ins" rather than true buddy diving. Solo diving is a real option for trained, experienced divers with redundant gas — covered by PADI Self-Reliant Diver and similar certifications.
Where the buddy system came from
Origin: US Navy Underwater Demolition Teams during World War II. Combat divers operated in pairs for tactical reasons — mutual cover, mission redundancy, equipment sharing. The pair structure was efficient for military operations where each diver carried specific gear and the mission required both to survive to extraction.
The recreational dive industry inherited the buddy concept in the 1950s from those military veterans who started YMCA-affiliated and early NAUI scuba training. By 1960 the buddy system was canon. PADI, founded in 1966, codified it as a non-negotiable element of recreational scuba.
The intent: a second diver can share gas, signal for help, provide a witness to surface, and help with a problem. All reasonable.
What was less examined: whether two recreational divers who met on the boat 30 minutes earlier would actually do any of those things effectively in an emergency.

What the buddy system gets right
When functioning properly, a buddy provides:
1. Gas sharing in an out-of-air emergency
The single most consequential benefit. A buddy with their own functional regulator and a long enough hose can share air with a diver whose primary supply has failed.
The catch: this requires the buddy to be within arm’s reach, aware of the problem, and skilled at sharing. Statistics from DAN (Divers Alert Network) suggest that most out-of-air incidents end via diver self-rescue (ascending while breathing what’s left, or borrowing from passing divers) rather than via formal buddy gas share — because the buddy is often farther away than expected.
2. Awareness during the dive
Two pairs of eyes notice more than one. A buddy who’s properly attentive may catch a free-flowing reg, a tangled SMB line, a slow ascent, a gauge problem, or a problem with the other diver’s behaviour that the diver themselves hasn’t noticed.
This works well in shallow, low-task-loading dives. It works less well in high-task-loading environments (current, photography, navigation, deep). When task loading is high, buddies often focus on their own dive and don’t monitor each other.
3. Mutual decision-making
Should we go shallower? Is there time for the swim-through? Is the visibility OK to continue? A second perspective produces better decisions on borderline calls. This is a real benefit and well-supported in the literature.
4. Witness and recall
If something goes wrong, a buddy can describe what happened to surface support, recall the dive profile from memory, and possibly observe what your computer was reading at the moment of the issue. Useful for diagnosis after the fact.
Where the buddy system fails
1. Separation underwater
The most common failure. Buddies separate routinely — in current, in poor visibility, when one diver lingers at a critter, when one diver chases something, when one diver loses sight of the other for 30 seconds and then can’t find them.
Standard procedure (search for one minute then surface): often violated, especially on multi-level dives or in poor visibility where surfacing is its own problem.
How often: estimates suggest that 20–40% of all recreational dives involve some period of buddy separation lasting more than 30 seconds. Most of the time, nothing happens. Sometimes, when something does happen, the buddy is not there.
2. Mismatched skill levels
A 50-dive Advanced Open Water diver buddied with a 1,000-dive instructor: the instructor will hover, the AOW diver will chase. The buddy contract is asymmetric — the instructor babysits, the AOW diver may not even notice if the instructor has a problem.
A 30-dive recently-certified diver buddied with another 30-dive recently-certified diver: neither has the skill to actually rescue the other if something goes wrong. They satisfy the rule without satisfying the function.
Mismatched skill is the norm on dive boats, not the exception. Operators typically pair “ready-to-go” divers without much screening of compatibility.
3. Mismatched air consumption
A diver consuming 18 L/min vs a diver consuming 30 L/min on the same dive. The lower-consumption diver wants to stay; the higher-consumption diver wants to go. They compromise on the wrong dive plan for both — and the safety margin shrinks for the air-light diver.
4. The “trust me” problem
Buddies often promise to do something — “stay together, stop at 5m for the safety stop” — and then drift apart anyway when conditions get interesting. The promise creates a false sense of security. The actual behaviour does not match the agreed protocol.
This is especially common with photographers and videographers, who get task-locked on a subject and effectively dive alone for minutes at a time while their buddy waits at a distance.
5. Buddies as cargo
A confident diver buddied with a nervous diver becomes responsible for them. This is fine for instructors (trained to manage students) and bad for recreational buddies (not trained to manage panicked divers). The confident diver may be unable to safely complete the rescue the buddy contract implies.
What experienced divers actually do
Observed behaviour at any sufficient sample of dive boats:
The “parallel diving with check-ins” pattern
Two experienced divers enter together, agree on a depth and route, and dive in proximity but largely independently. Every 5–10 minutes they make eye contact, exchange the OK sign, check air, and continue. They don’t hold hands. They don’t share every observation. They don’t try to dive identical dives.
This is the operational norm for most recreational divers above ~100 dives. It satisfies the spirit of the buddy system (mutual awareness, gas sharing available) without the practical impossibility of staying within 2 metres of each other for 60 minutes.
The “loose buddy” pattern
Two divers enter together but explicitly agree to dive somewhat independently — one wants macro, the other wants wide-angle reef. They stay within visual range (5–15m depending on visibility), check on each other every 10 minutes, and ascend together. This works when both are honest about it.
The “team diving” pattern
Used by technical and cave divers. A team of 3 divers maintains explicit positions: lead, middle, trailing. Each has specific responsibilities. Communication is constant and protocol-driven. This is closer to the original buddy system’s military intent than the recreational adaptation is.
The “solo with surface support” pattern
A diver enters alone but has a boat above, a surface marker visible, and predetermined dive plan and return time. Used routinely by underwater photographers and videographers. Legal in most jurisdictions for adult certified divers; expected by some operators if certified solo (Self-Reliant).
Solo diving — the legitimate option
PADI introduced the Self-Reliant Diver specialty in 2011, acknowledging what had been industry practice for decades. SDI introduced Solo Diver earlier. RAID has Self Sufficient. All teach the same principles.
The prerequisites for solo diving certification:
- Minimum 100 logged dives
- Advanced Open Water (or equivalent)
- Demonstrated comfort and skill assessment
- Redundant gas system (pony bottle 30+ cu ft, or doubles, or independent rebreather backup)
The course covers:
- Self-rescue procedures (no buddy assumption)
- Redundant gas planning (rule of thirds typically)
- Risk assessment and dive planning for one
- Emergency procedures without a witness
- The honest psychology of solo diving (overconfidence is the major risk)
A self-reliant certified diver typically uses solo diving for:
- Photography where buddy presence interferes with subject
- Tank-tour or other restricted-access dive sites where pairs aren’t required
- Research dives with surface support
- Personal preference on certain sites
Many operators will accept a Self-Reliant card to allow you to dive alone on their boats. Some will not. Always confirm before booking.
When solo is actually safer than buddy
Counterintuitive but supported by accident data:
- An experienced solo diver with redundant gas, on a familiar shallow site, in good conditions, has a lower incident risk than the same diver mismatched with an inexperienced buddy
- A solo photographer on a known macro site for 60 minutes is doing less risky diving than two divers separated on a wall site with current
- A trained solo diver expects no help and plans for it. A buddy-dependent diver expects help that may not arrive
The lesson is not that solo is universally safer — it isn’t. The lesson is that buddy-presence-alone is not a safety guarantee. Skill and preparation matter more.
When buddy diving really works
The conditions for an effective buddy dive:

Hit all seven and the buddy system works as intended. Miss several and you’re roughly in parallel-diving territory.
How to actually buddy effectively (if you choose to)
If you accept the buddy contract, take it seriously:
Pre-dive
- 5-minute briefing: depth limit, time limit, route, hand signals, turn pressure, emergency plan (separation procedure, lost-buddy protocol, ascent and surface)
- Predive equipment check (BWRAF or SEABAG mnemonic — both work, neither matters more than the actual check)
- Agree on a maximum separation distance and what happens at 60 seconds separation
Underwater
- Stay within designated proximity
- Check on each other every 5 minutes minimum
- Communicate air checks (signal pressure to each other) at 100 bar, 70 bar, 50 bar
- If you task-lock on a subject for more than 30 seconds, signal the buddy first
- If you can’t see your buddy, hold position and search horizontally for 30 seconds, then surface
Post-dive
- Debrief any issues, no matter how small
- Note any pattern (consistent separation, mismatched pace) before the next dive
- If you didn’t work well as buddies, request reassignment
How operators assign buddies
Common patterns:
Solo travellers paired by experience level: the operator looks at certifications and logged dive count and pairs roughly similar divers. Imperfect but reasonable.
Same-language pairs: if you speak Swedish and another diver speaks Swedish, you’ll probably be paired.
Dive guide accompanies the pair: some operators (especially in Asia) put a dive guide with every 4–6 divers. In effect the dive guide is the de-facto buddy and the formal “buddy” is mostly nominal. This is honest about how the system actually works.
No buddy assignment, just a group dive with a guide: common in Mexico, parts of the Caribbean, some Mediterranean operators. The guide is responsible for the group; pair-bonding within the group is informal.
Strict buddy pairing required: less common in 2026 but exists at some training-focused operators. May reassign you if the operator thinks the pair isn’t a match.
Honest advice for different diver types
New diver (under 50 dives)
- Always dive with a buddy
- Match yourself with someone of similar experience
- Communicate constantly, even if it feels awkward
- Don’t accept being paired with someone significantly less experienced — request the dive guide instead
Intermediate diver (50–200 dives)
- Buddy diving is still the default
- Develop the discipline of pre-dive briefing
- Accept that you might be the more-capable buddy and behave accordingly
- Consider the Rescue Diver course; it teaches you to be useful in a buddy emergency
Advanced recreational diver (200+ dives)
- Most divers settle into the “parallel with check-ins” pattern
- Choose your buddies when possible — request specific pairings on boats with operators who allow it
- If you do photography or task-loaded work, be honest with your buddy that you’ll be less attentive
- Consider Self-Reliant certification for the situations where solo is genuinely better
Photographer / videographer
- Honest reality: you’ll task-lock when you find a subject
- A buddy who shoots video with you (or who’s separately task-locked at the same site) is the best match
- A non-photographer buddy with you is babysitting your dive
- Self-Reliant certification often makes sense
Tech / cave diver
- Team diving is the standard, not buddy
- Roles are assigned and protocols are explicit
- Solo without redundant systems is reckless; solo with proper redundancy in some tech contexts is legitimate
- The recreational buddy framework largely doesn’t apply
The big picture
The buddy system is a useful default for new and intermediate divers, an aspirational fiction for many experienced divers, and an explicit acknowledgement-of-failure for trained solo divers. None of these positions is morally superior. They reflect different stages of diving experience and different risk profiles.
What matters: be honest with yourself about what your diving practice actually is, train for it appropriately, and stop pretending you’re following a protocol that the activity doesn’t actually support.
The single best safety upgrade is not buddy adherence. It’s the Rescue Diver course, which prepares you to actually help — whether your dive partner is a formal buddy, a parallel diver, or another diver entirely whom you happen to be near when something goes wrong.
