Honest comparison table

Koh Tao: the cheap certification engine

Koh Tao has built its economy around teaching people to dive. Open Water certifications run 10,500-14,000 THB — roughly 30% cheaper than Phuket and 25% cheaper than Bali.

Good at:

• Cheapest place in Asia to get certified
• Calm, shallow training conditions
• High operator density keeps prices honest
• Whale shark sightings March-May at Chumphon Pinnacle and Sail Rock

Skip if: you want a quiet non-party destination, liveaboards, big-animal variety beyond whale sharks, or luxury accommodation — Koh Tao’s options are limited.

Season: Strong March-September. Avoid late October to mid-November.

Phuket: variety at higher cost

Phuket is the largest dive hub in Thailand but operates on a hard six-month season. The best Phuket diving is not in Phuket — it is the Khao Lak liveaboard departures to Similan, Surin, and Richelieu Rock.

Good at:

• The Khao Lak liveaboard fleet
• Whale shark and manta encounters February-March at Richelieu Rock and Koh Bon
• Day-trip variety to Phi Phi, Racha Yai, Shark Point, Anemone Reef
• International flight access and accommodation range

Skip if: your dates fall May-October (most operations closed), you want cheap diving (3-4x Koh Tao prices), you want quiet (Patong is commercial), or you only have a short trip.

Gili Islands: the chill alternative

The Gili Islands sit off northwest Lombok, accessible by speedboat from Bali in 1.5-2 hours. Three small islands — Gili Trawangan, Gili Meno, Gili Air — no cars, no motorbikes.

Good at:

• Reliable turtle encounters year-round (green and hawksbill)
• Easy diving accessible to Open Water divers
• Slow-paced atmosphere — bicycles and horse carts only
• Easy combination with Bali trips
• Year-round divable, no closed season

Skip if: you want big-animal pelagic diving, strong-current advanced sites, marine variety beyond turtles, or luxury infrastructure.

Season: Year-round divable. Best April-October for visibility.

Bali: the variety play

Bali hosts genuinely different dive regions on the same island. Tulamben on the east coast is wreck and shore diving. Menjangan on the northwest is wall diving. Nusa Penida off the southeast is pelagic and current diving with mola mola in season.

Good at:

• Three or four distinct dive regions in a single trip
• Mola mola at Nusa Penida (July-October)
• Year-round manta encounters at Manta Point
• Shore diving at Tulamben (the USS Liberty wreck)
• Pairing diving with non-diving partners — Bali has the best non-dive offerings in the region

Skip if: you want the cheapest cert (Koh Tao beats it), predictable single-base diving, or no driving — Bali transit between regions eats half-days.

Decision framework

Your first dive trip ever?

• Koh Tao if budget matters and you want a single base
• Bali Tulamben if you want a slightly higher-end experience or your partner is not diving

You want liveaboards and big animals?

• Phuket via Khao Lak (November-April only)
• Bali as a launching point for Komodo or Raja Ampat liveaboards

You want chill, easy, low-effort diving?

• Gili Islands (year-round)

You are already certified and want variety in one trip?

• Bali — covers wreck, wall, pelagic, and macro diving in a single trip
• Combine Bali + Gili in the same trip if you want extra easy days

You have two weeks and want maximum range?

• Koh Tao + Bali via flight Bangkok-Denpasar (the classic combo)
• Phuket + Bali in March-April (Khao Lak liveaboard plus Bali variety)

You only have one week?

• Pick one destination and one region within it. Do not try to combine in 7 days — transit eats too much time.

Your dates are fixed and fall in May-October?

• Bali or Koh Tao or Gili — all run on the right seasonal calendar
• Skip Phuket — it is closed in this window

Your dates are fixed and fall in November-April?

• Any of the four work in this window, with Phuket being strongest specifically December-March

What this guide does not cover

There is a tier above the four mainstream destinations — destinations that require more planning, more budget, or more experience:

These are a different tier of trip — usually longer, more expensive, and requiring more dive experience. If your second or third trip needs more than the four above, these are worth researching.

Luxury options push the upper bounds higher; budget options push the lower bounds down 20-30%.

The honest summary: there is no “best” destination. There is the right one for your dates, budget, certification level, and trip style. Match those four to the table above, and the choice usually becomes obvious within five minutes of reading the relevant seasonal guide.

What we strongly advise against is picking a destination based on Instagram photos alone. Every one of these destinations has photogenic moments. The harder question — what conditions you will actually encounter, in your specific week, with your specific certification level — is the question this guide is built to answer.
