Start with a GoPro Hero 12 or 13 ($400–500) for your first 50–100 dives. If you stay interested, move to an Olympus TG-7 with PT-059 housing ($1,200 all-in) for true compact-in-housing flexibility. Mirrorless rigs (Sony A6700, OM-1, Nikon Z6 III) with Nauticam or Ikelite housings sit at $4,000–7,000. Full-frame strobes-and-snoots professional rigs reach $15,000+. Realistic skill timeline: 1 year to take decent photos, 3 years to take photos you'd hang on a wall. Strobes matter more than the camera below 10m.
The tier system, with prices
There are four tiers of underwater photography gear. Each tier produces clearly better images than the one below it, and costs roughly 3x more. Don’t skip tiers — divers who go straight to a $7,000 rig before they can hold buoyancy take expensive bad photos.
Tier 1: action camera
Tier 2: compact in housing
Tier 3: mirrorless system
Tier 4: full-frame pro
Tier 1: the GoPro era — $400–500
You should start here. Almost everyone who later goes pro started here.
Recommended: GoPro Hero 13 Black, around $400. The Hero 12 is functionally identical at $300 used. The Insta360 Ace Pro is also fine, marginally better in low light, marginally worse in colour accuracy out of the housing.
What you actually need:

- Spare battery (you need 3 total for a 3-dive day): $30
- 128GB microSD card: $25
- Floaty grip handle: $25 (you will drop the camera; the float saves you)
- Red filter for the lens (warms up colour below 5m): $20
- Total: ~$500
Limitations:
- Wide-angle only — no zoom. Macro is mostly impossible.
- Low-light performance degrades fast below 15m without supplementary light
- Auto-everything; you can’t manually set exposure on a moving manta
- The image straight off the camera looks ok; serious editing in Lightroom is required to make it actually good
What good Tier 1 results look like: Wide reef scenes with a diver in the frame for scale. Manta rays passing close. Whale shark encounters. Macro and night work doesn’t work here.
GoPro published a study in 2024 showing the median user posts their first underwater clip 30 minutes after surfacing. That’s the strength of this tier — instant gratification, no learning curve, minimal failure modes. The weakness is the ceiling.
Tier 2: compact-in-housing — $1,000–1,500
The jump to a real camera. You now have manual controls, RAW files, and you can shoot macro.
The pick: Olympus TG-7 + Olympus PT-059 housing.
OM System (formerly Olympus) makes the TG-7 specifically for underwater shooters. It’s a tough compact rated to 15m on its own, and the PT-059 housing extends it to 45m with full manual control access. The lens is a 25–100mm equivalent zoom with a real microscope mode that focuses to 1cm.
What you actually need:
- OM System TG-7: $550
- PT-059 housing: $400
- One basic underwater strobe (Sea & Sea YS-01 Solis or Inon S-220): $400
- Fibre-optic cable + tray + arm: $150
- Total: ~$1,500
You can do Tier 2 without strobes for $950, but you will hit a wall fast — anything below 8m loses colour. The strobe is the difference between “ok holiday photos” and “real underwater photos.”
What good Tier 2 results look like:
- Sharp macro of nudibranchs, frogfish, shrimp
- Reef scenes with proper colour to 25m
- Diver portraits with strobe-lit foreground
Where this tier hits the wall:
- Very small subjects (pygmy seahorse, smallest blennies) — the lens isn’t fast enough
- Very large subjects in dark water (a whale shark at dusk) — not enough light
- Fast-moving subjects (sharks in pass current) — autofocus struggles
Tier 2 is where many divers stop. The TG-7 system is genuinely capable. Macro especially — some published macro photographers shoot exclusively on TG-series for the convenience.
Tier 3: mirrorless system — $4,000–7,000
The big step. You’re now buying a camera body, an underwater housing, lenses, ports for those lenses, two strobes, arms, and a tray. The body is the cheapest part of the system.
Two paths, depending on what you shoot:
Path A: macro-first
- Olympus OM-1 Mark II (Micro Four Thirds) body: $1,900
- Nauticam NA-OM1 II housing: $3,500 or AOI UH-OM1 II at $1,800
- 60mm macro lens: $500
- Flat macro port: $400–700
- 2x INON Z-330 strobes or Retra Pro Maxx: $1,000–1,800
- Tray and arms: $400
- Total: $7,500–9,200
Micro Four Thirds is genuinely better for macro than full-frame. The sensor’s depth-of-field characteristics produce in-focus subjects more reliably at close range.
Path B: wide-angle-first
- Sony A6700 (APS-C) body: $1,400
- Nauticam NA-A6700 housing: $3,500 or Marelux MX-A6700 at $2,400
- Sony 16-50mm kit lens (cheap, fine to start): $300
- Tokina 10-17mm fisheye + adapter (the underwater go-to): $700 used
- Glass dome port (140mm): $600
- 2x strobes as above: $1,000–1,800
- Tray and arms: $400
- Total: $7,400–9,800
Wide-angle in temperate water (kelp forests, big reef scenes) wants the fisheye lens. The Tokina 10-17 is the most used underwater wide-angle lens on Earth — there’s a reason a 15-year-old lens still dominates.
What good Tier 3 results look like: Magazine-quality images. Most of what you see on Underwater Photographer of the Year shortlists.
Realistic timeline at Tier 3: Plan on 100+ dives with this system before you take a photo you’re proud of. Lighting, positioning, buoyancy control while holding a 5kg rig, communicating with your model — all need practice.
Tier 4: full-frame professional — $15,000+
The Sony A7R V, Nikon Z8, Canon R5 Mark II tier. Nauticam housings for these run $5,000–7,500. Add 2 strobes ($2,500), 3+ lenses ($3,000), multiple ports for each lens ($2,500), tray, arms, focus lights, snoots, optical triggers.
A complete pro rig with Nauticam and Retra Pro Maxx strobes runs $15,000–25,000.
Honest take: very few people need this. If you’re not already publishing or shooting commercially, Tier 3 is what you want. The image quality gap between top-end Tier 3 and Tier 4 is real but small. The cost gap is huge.
Strobes — the part nobody warns you about
The single most important thing about underwater photography is light. Below 5m red disappears. Below 10m orange and yellow disappear. Below 20m everything is monochrome blue without a light source.
A flash on your camera is useless underwater — too narrow, too harsh, too close. You need strobes mounted on arms, positioned to the side of the lens to avoid backscatter (the dust-in-the-headlights effect).

You will eventually want two strobes. One strobe lights the subject; the second strobe fills shadows on the other side. A single strobe creates a hard shadow that looks artificial.
Other things nobody mentions until you’ve bought the camera
Snoots: focusing devices that narrow the strobe beam to a 10cm spotlight. Essential for blackwater macro and pretty much required for serious nudibranch and tiny critter work. Retra LSD: $200. Backscatter MF-1 snoot: $250.
Focus lights: a continuous light mounted on your camera to help autofocus in low light. The camera can’t focus on a black wall. Light & Motion Sola 1200 Photo: $600. Cheaper Big Blue VL3500 will do the job at $350.
Vacuum systems: Nauticam Vivid V3 vacuum valve plus pump: $250. Pumps air out of the housing so you can verify the o-ring seal before getting wet. If you flood a $5,000 housing once, the vacuum kit pays for itself instantly.
Insurance: dedicated underwater camera insurance. DAN offers it; DEPP Insurance and H2O Insurance are dedicated providers. ~$300–600/year for a $7,000 rig. Worth it — flooding is rare but it happens, and travel-flight damage is common.
The learning curve — what year 1, 2, 3 look like
Year 1 (dives 1–100 with camera):
- You take many bad photos. Backscatter everywhere. Subjects are tiny in the frame. Your buddy is in the background of half your shots.
- You learn that your buoyancy is worse than you thought.
- You spend more time staring at fish than looking at your settings.
- Maybe 1 in 50 photos is worth keeping.
Year 2 (dives 100–250 with camera):
- Backscatter mostly gone. You position your strobes consciously.
- You start shooting with subjects in mind, not just opportunistic snapshots.
- You learn to communicate with models underwater (a small remote light, or a slate).
- Maybe 1 in 15 photos is worth posting.
Year 3 (dives 250+ with camera):
- You start asking yourself “what’s the story” before you press the shutter.
- You catch yourself rejecting good photos because they’re not great.
- You start specialising — macro, wide-angle, behaviour, black-and-white.
- Maybe 1 in 10 photos is worth posting; 1 in 100 is worth publishing.
Anyone selling you a “shortcut” course is selling you confidence, not skill. The only shortcut is dives — get them, with the camera in hand.
Trips actually designed for photography
Most dive trips are designed for general recreational diving — large groups, fixed dive plans, surface intervals timed for everyone, briefing-style guides. Bad for photography.
Some operators specifically run photo-friendly trips: smaller groups (4–6), longer dives (60+ min), repeats on the same site, photographer-guides who anticipate framing rather than corral the group.
Operators with established photo focus:

- Bunaken / Lembeh / Manado: Bunaken Oasis, Lembeh Resort, Nad Lembeh — all built for photographers
- Anilao, Philippines: Crystal Blue Resort, Mike’s Beach Resort — macro photo Mecca
- Raja Ampat liveaboards: Damai (specifically the Damai I), Indo Aggressor — small groups
- Maldives liveaboards: Carpe Diem, Scubaspa Yang — some run photo-specific weeks
- Cocos Island and Galapagos: Okeanos Aggressor, Galapagos Master — for big-animal wide-angle
Workshops are run regularly by:
- Backscatter (US, multiple international trips)
- Underwater Photographer (UK, Alex Mustard’s trips)
- Bluewater Photo (US)
- Wetpixel (online + occasional trips)
A typical photo workshop in Lembeh runs $2,500–4,000 for 7 nights, all-inclusive, with 3–4 dives per day plus image-review sessions on the boat.
What to actually do this week if you’re considering it
- Get a GoPro (or borrow one) and dive with it for 20–30 dives
- If you still want more after that, sell the GoPro (~$200 used) and put it toward the TG-7 system
- After 100 dives with the TG-7, decide whether you want to escalate
- If you do, pick a system based on what you actually shoot — macro is Olympus; wide-angle is Sony or Nikon
- Invest in education — Alex Mustard’s books, Backscatter’s free YouTube tutorials, then a workshop trip when you can justify it
