How to read this

The cheapest Open Water in Koh Tao is 9,500 THB and the most expensive 12,950 THB, a spread of 36 %. Most of the spread is not the training, which follows the same agency standards everywhere, but group size, boat, accommodation bundles and whether the certification fee is included.
